1、 Project Overview

(1) The name of the project

2024 Guangzhou Lotus Mountain Ascending Cultural Tourism Festival Planning and Implementation Project (hereinafter referred to as the "Project")

(2) Project background

Golden autumn climbing, cultural tourism and fitness. On the occasion of the National Day Golden Week and the Double Ninth Festival, the Lotus Mountain Tourism Area will carry out the 5th Guangzhou Lotus Mountain Ascending Cultural Tourism Festival and the 9th Guangzhou Lotus Mountain Golden Autumn Water Lily Exhibition, integrating the highlights of the "Golden Autumn Ascending", "Water Lily Exhibition" and "Lotus Mountain Marriage and Love Destination", launching a series of themed cultural and tourism activities to the majority of tourists, creating a marriage and love tourism destination in Guangdong, leading the new trend of cultural tourism and fitness, and further promoting the integrated development of culture, business and tourism in Panyu District.

(3) Project time

1. Activity period: September 20 to December 31, 2024.

2. Timeline:

(1) Opening Ceremony & Media Presentation: September 28, 2024 (tentative).

(2) National Day Golden Week: October 1 to October 7, 2024.

(3) On the eve of Chung Yeung Festival and on the day: October 10 to October 11, 2024.

(4) Project location

Wonderland Lake and Archway Square can set up multiple activity locations according to the form of activities.

(5) Project content

1. Activity arrangement: Carry out themed cultural tourism activities around the highlights of "Golden Autumn Climbing", "Water Lily Exhibition" and "Lotus Mountain Wedding and Love Destination".

2. Activity forms: variety show stage performances, climbing fitness and health care competitions, group weddings, climbing social gatherings, night tour check-in activities, theme markets, etc. Focusing on the highlights of the event, plan various forms of cultural and tourism activities.

3. Activity content: highlight the key points, positive, healthy, upward, participate in the interaction, highlight the atmosphere of the Ascending Cultural Tourism Festival and the Water Lily Exhibition; Atmospheric, strong artistic, ornamental, and newsy, conducive to publicity and media communication.

2. Material description and special matters

(1) Site layout and material requirements

1. The stage of the event on the eve of the Chung Yeung Festival must be built in the Lotus Mountain Archway Square; The event stage of the opening ceremony, National Day Golden Week and other nodes is the fairyland lake stage. If necessary, the scenic spot can provide auditoriums, tents, basic audio equipment, etc.

2. The project implementation unit shall decorate and package the stage according to the needs of the event, provide the audio equipment during the opening ceremony and stage performance, and provide the stage background and baffle for the event.

(2) Special matters

The form of cultural activities is not limited to stage performances, but there must be themed cultural activities for tourists to participate in, interact with or watch at the main time nodes. Main time nodes: half a day of opening ceremony and media promotion conference, seven days of National Day Golden Week, and the eve and day of the Chung Yeung Festival.

3. Project price limit

1. The project price limit is ¥190,000.00 (capital: RMB 190,000.00 yuan)，This fee includes all event execution costs such as event planning fees, cast and crew labor costs, room and board expenses, transportation expenses, rehearsal fees, costumes and props, stage materials, venue promotional materials, etc. A breakdown of the cost must be included in the quotation.

2. If night activities are planned, the budget for equipment rental such as LED displays, lighting machines and other equipment rental costs can not be included in the total amount of the above-mentioned project quotation and shall be listed separately.

3. The cooperation intention unit can plan special theme cultural activities from October to December 2024 around the 2024 Guangzhou Lotus Mountain Climbing Cultural Tourism Festival, and the required expenses can not be included in the total amount of the above-mentioned project quotation and be listed separately. This part of the activity plan and cost budget can be provided separately for Lianhuashan Yuehai Village Company to select.

4. Lianhuashan Yuehai Village Company can provide working lunch for the staff of the project implementation unit, and the meal fee shall be borne by the project implementation unit or the dining personnel, and no breakfast or accommodation will be provided.

5. If there is a contest or interactive activity, the required prizes and bonuses should be included in this offer. If Lianhuashan Yuehai Village Company needs to provide resources, it can give discounts and deduct the corresponding amount.

4、Schedule

1. The project demand letter will be distributed on August 16, 2024.

2. Date of inspection of the project site: August 20, 2024 (if necessary).

3. Deadline for submission of project documents: before August 25, 2024. Each cooperation intention unit will submit the electronic and paper versions of the project conceptual planning plan, project quotation form and other documents to the sales department of Lianhuashan Yuehai Village Company (the mailing method shall be subject to the time when the document is sent).

4. Project data review time: early September 2024. Lianhuashan Yuehai Village Company conducts a comprehensive evaluation of the project conceptual planning plan, project quotation form and other documents submitted by each unit, and selectively determines the project implementation unit and signs the contract.

5、Project Requirements

(1) Qualifications of cooperative units

1. Must meet the conditions stipulated in Article 22 of the Government Procurement Law of the People's Republic of China:

(1) Have the ability to bear civil liability independently;

(2) Have a good business reputation and a sound financial accounting system;

(3) Have the necessary equipment and professional and technical ability to perform the contract;

(4) Have a good record of paying taxes and social security funds in accordance with the law;

(5) Other conditions stipulated by laws and administrative regulations.

2. Legal persons or other organizations registered in the territory of the People's Republic of China that must have the ability to independently bear civil liability, and have the business scope and ability to engage in the project.

3. They have not been included in the "List of Judgment Defaulters or Parties to Major Tax Violation Cases or Serious Illegal and Untrustworthy Conduct in Government Procurement" on the "Credit China" website (www.creditchina.gov.cn); Not during the period of prohibition on participating in government procurement activities in the "Information Record of Serious Illegal and Untrustworthy Conduct in Government Procurement" on the Chinese Government Procurement Network (www.ccgp.gov.cn). The results of the inquiry on Credit China (www.creditchina.gov.cn) and the Chinese government procurement website (www.ccgp.gov.cn) shall prevail, and if the relevant record of untrustworthiness has become invalid, relevant supporting materials shall be provided.

4. Have nearly two years of experience in the planning and implementation of large-scale tourism and cultural activities, and a brief introduction to the case can be attached.

5. Performing arts companies, cultural communication companies, planning consulting companies or advertising companies with independent legal personality.

6. This project does not accept the quotation of the consortium.

(2) Requirements for the conceptual planning scheme of the project

1. It has strong news, uniqueness and mass entertainment.

2. The program has a high cost performance.

3. The operability of the scheme is strong.

4. The plan is closely related to the highlights of the event, and the expected effect is ideal.

5. The scheme is concise and clear, and the data is reliable.

6. The required personnel, materials, etc. are clear.

(3) Requirements for documents and materials

1. The documents must include: project conceptual planning plan, project quotation form, copy of business license, certificate of legal representative and copy of ID card of legal representative, power of attorney and copy of ID card of entrusted agent, credit materials and other supporting documents, and successful case introduction and certificate can be attached.

2. Each unit shall seal all documents and materials, and indicate the name of the unit and the name of the project on the envelope, and affix the official seal of the unit and the seal of the legal representative or authorized person.

3. Double-sided printing of documents on A4 paper, one original, one copy, a total of two copies.

4. Explanation of the invalidity of documents

(1) Late delivery or failure to deliver to the designated place after the specified time;

(2) Failure to provide specified documents and materials as required;

(3) Failure to seal, mark and seal the official seal of the unit in accordance with the regulations;

(4) The project quotation is higher than the maximum limit price;

(5) Submitting project documents and materials in the name of others or committing fraud and other illegal situations;

(6) Unclear expression.

(4) Determine the enforcement unit

1. The Lianhuashan Yuehai Village Company will organize a meeting to conduct a comprehensive evaluation of the project documents and materials of each cooperation intention unit, and the cooperation intention unit will not attend the meeting site.

2. Based on the basic principle of "project price limit, optimal scheme selection, and high cost performance". According to the evaluation opinions, Lianhuashan Yuehai Village Company conducts a comprehensive evaluation based on the project conceptual planning plan, project quotation form and other documents provided by the cooperation intention units, and the one with excellent plan and high cost performance is the winning unit. If the meeting considers that the call for proposals does not achieve its purpose, the successful proposal may also be vacant.

3. According to the comprehensive evaluation, Lianhuashan Yuehai Village Company selected one preferred unit and one pending unit.

(5) Sign the contract

After reaching a consensus on the deepening plan between the preferred unit or the pending unit and Lianhuashan Yuehai Village Company, the content of the contract shall be subject to the implementation plan finalized by both parties, and the two parties shall sign a cooperation contract and finally determine the implementation unit.

1. Within five days after the review, the preferred unit must fully negotiate with Lianhuashan Yuehai Village Company, continue to deepen the plan, reach a consensus, and sign the contract between the two parties.

2. If the preferred unit fails to deepen the plan within five days and the two parties fail to reach an agreement, Lianhuashan Yuehaicun Company has the right to terminate the cooperation with the preferred unit, and instead negotiate with the candidate unit, deepen the plan, and sign a contract.

3. If the contract is still not signed through negotiation, Lianhuashan Yuehai Village Company can negotiate and sign the contract with other cooperation intent units.

6. Special Instructions

1. The user requirements and attachments of this project are provided free of charge by Lianhuashan Yuehai Village Company. If the relevant circumstances of this project need to be modified, Lianhuashan Yuehai Village Company shall inform all units in a timely manner.

2. Each unit shall bear all the costs involved in the preparation and submission of documents and materials, regardless of the results of the project, Lianhuashan Yuehaicun Company has no obligation and no responsibility to bear such costs under any circumstances.

3. Each unit shall be responsible for the confidentiality of the relevant information provided by Lianhuashan Yuehaicun Company, including but not limited to: business information, company information, and product information, and shall not be disclosed to any third party in any form without consent. Lianhuashan Yuehai Village Company also undertakes not to disclose the information of each unit's plan and quotation to any third party in any form without the written consent of each unit.

4. All units are aware that the activity planning, implementation plan and evaluation of the plan have strong subjectivity, and the evaluation opinions of Lianhuashan Yuehaicun Company and its staff are also inevitably subjective, and each unit should treat the project results rationally, and shall not make rude words and deeds to Lianhuashan Yuehaicun Company and its staff.

5. The project is carried out in accordance with the principles of openness, fairness and justice. In case of disputes, they will be resolved through negotiation or litigation procedures in accordance with the current laws and regulations of our country at the location of the project. If there are no clear provisions in the current laws and regulations of China, the two parties shall negotiate and settle the matter with reference to the usual practice.
